The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability provided through timely intelligence. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably provided by partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on international aid – a need that neighboring countries are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.

Political Considerations

It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unrealistic to compel Moscow to abandon the areas that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a total frontline collapse until circumstances change in its favour.

Current Realities

Factually, there are no real preconditions for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not switch to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
