Sheff Wed Faces Serious Challenges, States Independent Regulator

'We are going to be a part of football's future' - independent football regulator the new chairman

Sheffield Wednesday's persistent issues constitute a "significant problem" and the football regulator is aiming to acquire authority to examine team situations in similar circumstances, its new chair the official has announced.

During an extensive discussion, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

Kogan met with four supporter groups connected to the South Yorkshire club in recent days.

The team have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the regulator explained.

"Wednesday stands as one of the historic institutions for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will allow us to have Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the Thai businessman indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in earlier this year caused limitations by the English Football League (EFL) in June, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although those limitations were removed in August.

Authority's Position

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a regional establishment that has been part of their lives in multiple situations.

"I have absolute sympathy for the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for causes separate from the followers."

When asked if the authority might compel an proprietor to divest a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to collaborate with owners.

"Our least desirable course of action is start getting involved with an specific team, an particular chairman, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"In actuality, when you look back over the history of the sport, over the past few decades there have been certain proprietors, not many, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished necessary will vanish swiftly," Kogan said.

"And that's what nobody wants in the context of the English game is a substantial accomplishment - we must maintain momentum.

"Considerable investment flowing into the game and has been channeled for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Premier League Concerns

Top flight officials resisted the creation of a regulator because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the achievement and development as an financial organization of the top division.

"Being fully aware of the worry about compromising the top flight as an elite competition of England. But concurrently, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in the past.

The chairman provided financial support for Culture Secretary the minister's leadership bid, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any form of political activity."
